What is Difference between DSLR and conventional digital camera


The DSLR is different from a conventional point-and-shoot camera in the following ways:

1) It has a much larger, and a higher quality image sensor. This gives it a very high sensitivity to light. Because of the larger sensor, you can shoot better images in low light conditions without using the flash.

2) There is only one lens for both viewing/framing your shot and for taking the photograph. This ensures that what you see through the viewfinder is exactly what you get in the final photograph.

How to determine the value of a pplayer in IPL auctions

It's ironic that currently cricketers receive the highest pay for playing the shortest game. Three hours of effort in an IPL match reaps far greater rewards for a player than a gruelling five-day Test. This doesn't make sense - economic or cricketing - but it's a matter of supply and demand.

However, in the same way that businessmen establish a worth for their employees, IPL owners and other franchisees around the world will eventually find a way to put a value on players. When that happens, cricketers will have to get used to fewer rich contracts that don't make sense. After all the franchisees are businessmen who didn't amass their fortunes by making poor deals. It won't be long before they realise - some already have - a player has a certain value and beyond that mark you're over-paying for talent. As a witty economist once said: "The ancient Greeks used to sit around and argue whether men or women have more hair on their head. Did they ever think to count?"

The first figure the franchises will need to arrive at is the value of a win. There's more to it than just the prize money, as a franchise can add to its value by building a winning tradition. Once a win can be roughly valued, then a reasonable estimate can be made of each player's worth. The franchise owners can better decide what is value for money in each player's case.

Obviously for marquee players like Sachin Tendulkar, MS Dhoni, Shane Warne, Kevin Pietersen and company, there's also a marketing value to be added. These players can't be judged solely on what they do on the field, even though they represent good value as cricketers.

A quick look at the early going in this year's IPL gives a clear indication that the latest auction has produced a few potential steals and some dud deals. The Mumbai Indians appear to have gone to auction with more money than sense. To pay a huge fee for both Andrew Symonds and Kieron Pollard, two powerful strikers who field well and can bowl a bit, seems to be a case of overkill. Both are able to play a full season, so why not buy only one and have a cheap replacement available if the star player is injured?
In the first five matches Pollard faced two balls and Symonds hit just two sixes, with neither contributing greatly to a Mumbai win. Forget the economics, having both those players in a side where Tendulkar is renowned for regularly batting a good proportion of an innings that only lasts 120 balls doesn't make cricketing sense.

Both Pollard and Symonds are viable propositions if they are regularly clouting sixes and contributing to at least a couple of victories a season. It's difficult for that to happen when neither is getting much time at the crease. As one of the rich clubs, Mumbai can afford to make a few monetary mistakes but eventually even the high rollers tire of fiscal folly.

Some of the less affluent clubs can't afford to make million-dollar mistakes. They are looking for bargains - a reasonable value player who performs extremely well. In that category, both Jesse Ryder, for the Pune Warriors, and Paul Valthaty, of the Kings XI Punjab, represent good value for money in the early going.

In 2003 the bestselling author Michael Lewis wrote Moneyball, a book in which he delved into the art of valuing baseball players in America. The gist of the book was about how the general manager of a less affluent club was utilising modern statistics to unearth players who were undervalued. Since then, even more sophisticated statistics have been devised in baseball to give a rough indication of what a win is worth.

A similar statistical transition will take place in Twenty20 and eventually this may even flow through to the longer games. So the message is clear to cricketers: enjoy the high wages for short games because soon "value for money" will become the owners' catch-cry.
Spiritual leader Sathya Sai Baba, who was hospitalized on March 28 following problems related to heart and respiration, passed away on Sunday morning.

According to sources, Sai Baba breathed his last at 6.25am on Sunday.

Preparations for last rites are under way. Four lakh devotees from India and abroad are expected to arrive.

For the first time since Baba was admitted to Sathya Sai Baba super speciality on March 27, the doctors did not issue a morning bulletin on Sunday.

Sathya Sai Central Trust, which runs social service activities in India and abroad, is to hold a media conference at 11 am.

In the Saturday evening bulletin, the doctors had termed Baba's condition as very critical.

Fearing the worst, hundreds of devotees in the town broke down as their hopes for recovery of the 85-year-old spiritual guru appeared to be fading.

Major industries minister Geeta Reddy and senior government officials rushed to the hospital on Sunday morning and were holding meeting with doctors and trust officials before making an announcement.

The state government has gone on high alert.

More than 6,000 policemen were rushed to the town for deployment and to make arrangements for the visits of VIPs.

Google founders betrayed Steve jobs?

A new book released this week has lifted the lid on the secretive world of Google, revealing how the founders fell out with Apple's Steve Jobs and what happened in the search engine's exit from China.
'In the Plex' was written by Steven Levy, a technology reporter who says his latest work is "informed by a two-year deep dive into the company," reports the Daily Mail.

He reveals that when founders Sergey Brin and Larry Page were on the hunt for a chief executive they wanted Steve Jobs to take up the job.

The only problem was that Jobs had a much better job at Apple - a much more superior company at the time.
He turned their offer down but because he saw the potential of Google he agreed to mentor Page and Brin, even sharing advisers.
Problems came when Google bought and started work on the Android mobile phone system.
Apple saw it as a direct threat to iPhone and relationships broke down with Jobs feeling betrayed by the pair.

When he saw features like the 'pinch-and-zoom' control to look at websites and images during a visit to Mountain View, California, the home of 'Googleplex', he was apparently furious.
He believed the best ideas from the iPhone had been stolen.
The book also looks at the company's decision to pull out of China in 2009, nine years after the decision to make in-roads into the country.

Hackers, believed to be state-sponsored, broke into Google email accounts so Brin decided it was time to pull out of China. It was in the country that 'the worst moment in Google's history' came about.
An executive was sacked after they gave iPods to Chinese government officials -- a customary business practice.

Watson hit World record no.of sixes in a match



Shane Watson smashed a record 15 sixes in a career-best 185 not out as Australia clinched a three-match series against Bangladesh with a nine-wicket win in the second one-dayer on Monday.

The explosive opener gave a superb display of power-hitting as he also cracked 15 fours in his 96-ball knock to help Australia achieve a 230-run target with 24 overs to spare for an unbeatable 2-0 lead.
West Indies' Xavier Marshall was the previous record-holder with 12 sixes against Canada in 2008.
Watson's knock was also the highest by an Australian in one-day internationals, the previous best being 181 not out by Matthew Hayden.

He completed his sixth one-day hundred off just 69 balls, the third-fastest by an Australia after Hayden (66 balls) and Gilchrist (67 balls).

The final one-dayer will be played in Dhaka on Wednesday.
Watson looked in excellent touch from the beginning, hammering three fours in the opening over bowled by Shafiul Islam. He raced to his half-century off just 26 balls with the help of four sixes and five boundaries.

He then reduced Bangladesh's bowlers and fielders to a state of helplessness with his onslaught, once hitting four sixes in an over from left-arm spinner Suhrawadi Shuvo.
Watson dominated an unfinished 170-run stand for the second wicket with former captain Ricky Ponting, who contributed an unbeaten 37.

Bangladesh were earlier struggling at 88/5 before crossing the 200 mark, thanks to wicketkeeper-batsman Mushfiqur Rahim's unbeaten 81 off 80 balls which contained one six and nine fours.
Rahim's best came in the closing stages of the innings when he smashed two fours and a six off successive deliveries from paceman Brett Lee before hitting two boundaries in seamer Mitchell Johnson's last over.

He played a major role in steadying the innings after Johnson (3-54) and leg-spinner Steven Smith (2-34) had put the hosts in trouble, adding 79 for the sixth wicket with Mohammad Mahmudullah (38).
Shahriar Nafees was the only top-order batsman to offer resistance, scoring 56 off 73 balls with six fours. He fell after completing his 12th half-century in one-dayers, offering a simple return catch to Smith.

6 more countries added to list for "Visa on arrival" scheme to boast indian tourism

 The 'visa on arrival' scheme, launched early last year to increase foreign tourist inflows, has been extended to citizens of six more countries from January this year.

The new countries added to the list of beneficiaries of this scheme are Cambodia, Indonesia, Vietnam, Philippines, Laos and Myanmar, said a government statement, adding between January and March 2905 visas were issued under this scheme.

The maximum number of visas under this scheme was issued at Delhi airport (1512), followed by Mumbai (759), Chennai (474) and Kolkata (160), the statement said.

According to a different release, the 'Incredible India' campaign has led to a surge in the number of foreign tourists visiting the country with more than 5 lakh visitors coming to India in March this year.

At present this scheme available to tourists who arrive from Finland, Japan, Luxembourg, New Zealand and Singapore

But we would rather use the image of Mumbai Indians, and players like Sachin Tendulkar and Harbhajan Singh to increase our strategy and awareness through them."

Some brands have chosen to associate with multiple teams. Chewing-gum company Orbit is associated with all 10 teams and Coca Cola has added Mumbai Indians, Deccan Chargers and Kings XI Punjab to its existing roster of Delhi Daredevils and Kolkata Knight Riders. It has also increasing its IPL spend by 30% over last year.

Wasim Basir, director of integrated marketing communication of Coca Cola India, said, "For us, this year is really laying the ground for IPL associations. It just makes absolute sense for us, even from a media window point of view, from an impact point of view, and from the general interest people have from this format."
All in all, 20 new sponsors have joined the IPL bandwagon this year, taking the total count to 80. And for now, each of them is hoping their team will lift the cup.

US helping INDIA to deal with "SuperBug"

The world's best-known institute for handling bad bugs — Atlanta-based Centre for Disease Control and Prevention (CDC) — will help India strengthen its laboratory and manpower capacity to better detect pathogens like NDM-1 and virus outbreaks.
India can boast of its own version of CDC — a full-fledged National Centre for Disease Control (NCDC) — by next year, and the construction for it will begin within two months. The facility will be equipped with state-of-the-art infrastructure like wet and dry laboratories, highly-advanced bio-safety level-II and BSL-III laboratories. The authorities have set aside Rs 382.41 crore for NCDC.
A three-member high-level team from the Union health ministry — health secretary K Chandramouli, NCDC chief Dr L S Chauhan and joint secretary R S Shukla — was scheduled to visit Atlanta from April 9 to 15 "to study how the iconic institution functions, what are the technologies that will have to be replicated in India and how they carry out disease surveillance". The trip, however, got postponed on Friday.
Union health ministry sources told ToI, "One of the main departments in NCDC will handle microbial and antibiotic resistance. Our MoU with CDC (signed in 2010) entails that it will help us in strengthening our laboratory capacity and expand trained manpower to deal with new pathogens like NDM1 created superbug. CDC will help us in fighting drug resistance, surveillance for remerging infections and capacity building."
NCDC will have 15 exhaustive divisions, which will look at manpower, capacity building, outbreaks, laboratory technology, new pathogens, technology transfer, microbial resistance, drug-resistant TB, vector medicine, microbiology and biochemistry. The facilities at NCDC's eight out-station branches are also being upgraded.
Altogether, 245 additional posts — 210 technical and another 35 administrative openings — will be created for the new Centre by March, 2013.
The state-of-the-art laboratory is the seventh facility being set up by CDC, globally. The new Centre will share outbreak information, coordinate responses and support World Health Organization's Global Outbreak Alert and Response Network to allow rapid identification, confirmation and response to outbreaks of international importance.
The MoU entailed sharing best practices for detection and response to emerging infections, advanced training in field epidemiology, surveillance for deadly diseases and building laboratory capacity for their diagnosis, using CDC's reference materials.
A major focus for the India laboratory will be zoonotic diseases. Approximately 75% of recently identified emerging infectious diseases affecting humans are diseases of animal origin. Additionally, 80% of pathogens — with a high potential for bioterrorism — are zoonotic.
The 2004 programme was funded by Congress in the wake of SARS outbreak. Experience with SARS demonstrated that a highly pathogenic infectious disease in a remote region can spread around the world in a matter of days or weeks.

What is Superbug

Antibiotic resistance is a type of drug resistance where a microorganism is able to survive exposure to an antibiotic. Genes can be transferred between bacteria in a horizontal fashion by conjugation, transduction, or transformation. Thus a gene for antibiotic resistance which had evolved via natural selection may be shared. Evolutionary stress such as exposure to antibiotics then selects for the antibiotic resistant trait. Many antibiotic resistance genes reside on plasmids, facilitating their transfer. If a bacterium carries several resistance genes, it is called multiresistant or, informally, a superbug or super bacterium.

The primary cause of antibiotic resistance is genetic mutation in bacteria. The prevalence of antibiotic resistant bacteria is a result of antibiotic use both within medicine and veterinary medicine. The greater the duration of exposure the greater the risk of the development of resistance irrespective of the severity of the need for antibiotics. As resistance becomes more common there becomes a greater need for alternative treatments. However despite a push for new antibiotic therapies there has been a continued decline in the number of newly approved drugs.[1] Antibiotic resistance therefore poses a significant problem.

Blackberry users beware of ZeuS Trojan virus

If you thought your phone is virus-proof, think again. There is a virus on the block that has started affecting all BlackBerry devices. And the worse part is that a user will never know whether her phone has been affected or not.

Amit Nath, country manager, India and SAARC at Trend Micro, claims researchers at the firm were alerted to the discovery of a ZeuS Trojanspecifically targeting BlackBerry users. It aims to monitor users' private information especially when they conduct mobile banking, says Nath.

'It does not display any graphical user interface that can prompt users about the infection. Instead, it removes itself from the list of applications. The virus can view, delete and forward text messages, block calls, change the administrator on the device and block phone numbers. It allows the hacker to change the telephone number the device sends all the data to in the event that it gets shut down,' he said.

'Although there is no definite data on how many phones have been hit, we are sure it is spreading fast even in India. However, as users mostly don't get to know they have been infected, it's difficult to fix a number. We have detected instances of the virus on our clients' networks. This virus has the capability of spreading on its own and infecting phones that do not have antivirus software installed,' Nath points out.

Jagannath Patnaik, director, channel sales south Asia at Kaspersky Lab, says, 'There has been a new wave of malware attack that has started affecting BlackBerry and it has originated fromPoland. The aim is to extract banking passwords.'

An email sent to Research In Motion, manufacturers of BlackBerry phones, went unanswered despite repeated reminders. Trend Micro Researchers, the ZeuS Trojan is capable of blocking calls, registering a new administrator, adding and removing sender, switch the phone on or off remotely and, most important, hiding text messages and sending it to the hacker without the user's knowledge.

Abhijit Limaye, director, development at Symantec, said, 'BlackBerry has a reputation as being a secure platform. However, it is still susceptible to malware threats and has issued advice documentation for customers to minimise risks. They have also released software applications to help customers protect their data.'

Vinoo Thomas, technical product manager at McAfee Labs, said, 'While Trojan virus can replicate and spread on its own, there are a few spyware that needs to be loaded manually. One can buy the spyware programs like MobiSpy, MobiStelath and FlexiSpy for between $40 and $80.'

HTC beats Nokia

 HTC Corp, Asia's second-largest maker of smartphones, passed Nokia Oyj's market value as consumers switch to more powerful, feature-rich phones at the expense of the Finnish maker's simpler models.

The 5.3 per cent gain of HTC shares in Taipei trading took the Taoyuan, Taiwan-based company's market value to $33.8 billion, exceeding the $33.6 billion value of its competitor. Nokia climbed 1.1 per cent to 6.26 euros. HTC shares closed unchanged today.

HTC stock tripled in the past year as smartphone shipments grew at more than twice the pace of the wider market for mobile handsets. Nokia shares slumped 19 per cent this year as competition for basic phones intensified and the company's Symbian operating system for high-end models lost ground to Apple Inc's iOS and Google Inc's Android.

"Smartphones have changed the mindset of consumers," said Jeff Pu, who rates HTC "buy" at Fubon Financial Holdings in Taipei. "Previously people went into a store and asked for Nokia or LG. Now they ask for Apple and HTC."

Smartphone growth
Global shipments of smartphones climbed 72 per cent last year, more than double the 32 per cent growth in the wider mobile devices market, researcher Gartner Inc said in a Feb 9 statement. Smartphones accounted for 19 per cent of shipments for the year, it said.

HTC's 33 per cent surge in market value this year means it now lags behind only Apple, maker of the iPhone and iOS operating system, and Samsung Electronics Co, which uses both Android and Windows in its handsets, among smartphone manufacturers.

Nokia's market share dropped to 28.9 per cent last year from 36.4 per cent in 2009 because of stiffer competition in low-end phones and the failure to match rivals' offerings of high-end phones, Gartner said. Nokia maintained the overall lead, selling 461 million units in 2010. HTC sold 24.7 million devices for the year, Gartner said.

Smartphones, which command a higher price and wider margins than normal phones, accounted for 23 per cent of Nokia's shipments in the fourth quarter, according to estimates from Credit Insights Inc.

Debt rating
Standard & Poor's on March 30 cut its debt rating on Nokia for the first time. "High competitive pressure" will push the operating margin on Nokia phones lower in the next two years as it makes "further significant market share losses," S&P said at the time.

HTC's operating margin, which measures the percentage of sales less the cost of manufacturing and sales, was 16 per cent in the quarter ended Dec. 31. Nokia's was 7 per cent. Of 36 analyst recommendations compiled by Bloomberg, 29 say investors should buy HTC shares while none say sell.
Nokia has 23 "sell" ratings and 19 "buy" recommendations. Nokia in February announced it would adopt Microsoft's Windows platform as its primary operating system for phones, helping it cut its $4 billion budget for research and development in its devices division.

As Nokia moves into Windows models, HTC's growth will be driven by its Android handsets, Fubon's Pu said. Global smartphone shipments will climb 50 per cent this year and Android will become the leading operating system for the devices, ahead of Research in Motion Ltd's BlackBerry and Apple's iOs, IDC said in a March 29 statement.

At NT$1,200 per share, HTC's stock is the most expensive in the Taiwan market. Pu today raised his price estimate on the stock for the tenth time in the past year to NT$1,500, citing continued sales and shipment growth.

"Most clients agree with our view that the smartphone growth story is intact for 2011," Richard Ko, a Taipei-based analyst at KGI Securities Co wrote in a report, citing conversations with the brokerage's customers in Hong Kong and Singapore. "Investors we spoke with generally agree that HTC's 2011 shipments will outperform the industry by a significant margin."

Actress Deepika Padukone is shooting in London for Desi Boyz, and got a proposal whilst she was there. A rich Punjabi family offered her Rs, 4 crores to perform her Dum Maaro Dum item number at a private party they were hosting for close family and friends.

There was a condition to this however: Deepika would have to wear the same clothes she wore in the song, and would have to execute the same dance moves.

It is heard, that Deepika was stunned at the offer. "If true, why shouldn't she be? She probably gets that much or less for an entire film. The story does sound a little far fetched," says a source from the industry.

However, true or not, Deepika is not keen to dance at private parties, and it's heard that she declined the offer, if ever there was one!

Current situation of Lok pal Bill

Very recently a highly discouraging phenomenon has come to light, that is, the prevalence of corruption in the subordinate courts and even in High Courts. Probably due to this, the present government has planned to bring the Judiciary within the purview of Lok pal; this is one reason
why the Bill has been referred to the Group of Ministers. However given the history of Lok pal
bill, there is a constant risk that the bill will simply lapse because no conclusion is reached
within the life of this Lok Sabha!
The political fraternity is understandably opposed to a Lok pal, since the purported target of the Lokpal is mainly the politicians themselves. The publicly stated reason for the current delay is that some important issues are as yet unresolved.

Lok pal Bill - Objectives

Objectives

The Lokpal was visualized as the watchdog institution on ministerial probity. Broadly the provisions of different bills empowered the Lokpal to investigate corruption cases against  political persons at the Central level. Some important features of the Lokpal Bill have varied over the years; in its most recent avatar, the bill contains the following.

• The main objective is to provide speedy, cheaper from of justice to people

. • Members: Lokpal is to be a three member body with a chairperson who is or has been a chief
justice or judge of the Supreme Court; and its two other members who are or have been
judges or chief justices of high courts around the country.
Appointment : The chairperson and members shall be appointed by the President by warrant under his
hand and seal on the recommendation of a committee consisting of the following persons.
It's not clear whether the committee has to make a unanimous decision or a majority
decision will do. (a) The Vice-President (Chairman) (b) The PM (c) The Speaker of LS
(d) Home Minister (e) Leader of the House, other than the house in which PM is a
member. (f) Leaders of Opposition of both the houses.
Independence of the Office: In order to ensure the independence of functioning of the august office, the following provisions have been incorporated.
○Appointment is to be made on the recommendation of a committee.
○The Lokpal is ineligible to hold any office of profit under Government of India or of any state, or similar such posts after retirement.
○Fixed tenure of three years and can be removed only on the ground of proven misbehaviour or incapacity after an inquiry made by CJI and two senior most judges of SC.
 ○Lokpal will have its own administrative machinery for conducting investigations.
 ○Salary of Lokpal is to be charged on the Consolidated Fund of India.

 Jurisdiction of Lokpal:

 ○The central level political functionaries like the Council of Ministers including the Prime Minister, the Members of Parliament etc.
○He can not inquire into any allegation against the PM in relation to latter's functions of national security and public order.
○Complaints of offence committed within 10 years from the date of complaint can be taken up for investigation, not beyond this period.

 • Any person other than a public servant can make a complaint. The Lokpal is supposed to complete the inquiry within a period of six months. The Lokpal has the power of a civil court to summon any person or authority. After investigation, the ombudsman can only recommend actions to be taken by the competent authority. A number of safeguards have been taken to discourage false complains or complain of malafide intent.
• He can order search and seizure operations.
 • He shall present annually to the President the reports of investigation and the latter with the action take report has to put it before the both houses of parliament. It may be noted that the Lokpal is supposed to investigate cases of corruption only, and not
address himself to redressing grievances in respect of injustices and hardship caused by
maladministration.

History of Lok pal Bill

The misdeeds committed during the Emergency remind us of the necessity of including the PM within the purview of the Lokpal. The basic idea of the Lok Pal is borrowed from the office of ombudsman, which has played an effective role in checking corruption and wrong-doing in Scandinavian and other nations.3 In early 1960s, mounting corruption in public administration set the winds blowing in favour of an Ombudsman in India too. The Administrative Reforms Commission (ARC) set up in 1966 recommended the constitution
of a two-tier machinery - of a Lokpal at the Centre, and Lokayukt(a)s in the states.4 The ARC
while recommending the constitution of Lokpal was convinced that such an institution was
justified not only for removing the sense of injustice from the minds of adversely affected
citizens but also necessary to instill public confidence in the efficiency of administrative
machinery. Following this, the Lokpal Bill was for the first time presented during the fourth Lok
Sabha in 1968, and was passed there in 1969.
However, while it was pending in the Rajya Sabha, the Lok Sabha was dissolved, resulting the first death of the bill. The bill was revived in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and most recently in 2008.
Each time, after the bill was introduced to the house, it was referred to some committee for
improvements - a joint committee of parliament, or a departmental standing committee of the
Home Ministry - and before the government could take a final stand on the issue the house was
dissolved.
There are as many as 17 states where the institution of Lokayukta has been constituted,
beginning with Orissa in 1971. However the power, function and jurisdiction of Lokayuktas are
not uniform in the country.
In some states it has been applicable to all the elected representatives including the CM. In some
other states legislators have been deliberately kept out of his purview. Often, lacunae have been
left in legislation creating the office, apparently to keep the elected representatives outside
meaningful jurisdiction of the Lokayukta, even when the laws appear to include them.
Lokayuktas have not been provided with their independent investigative machinery making them
dependent on the government agencies, which leaves enough scope for the politicians and the
bureaucrats to tinker with the processes of investigation.

What is Lokpal Bill

Lok pal bill -India India is a country where honesty and integrity in public and private life have been glorified and upheld in great epics such as the Vedas, Upanishads and in the books and practices of every religion practiced here. Yet, India today is one of the most corrupt countries in the world. Bringing public servants under a scanner which makes them strictly accountable is the start of a movement against corruption in India. And one significant step in attacking the spectre of corruption in India will be the implementation of the lok pal bill. The Indian Lokpal is synonymous to the institution of Ombudsman existing in the Scandinavian countries. The office of the ombudsman originated in Sweden in 1809 A.D., and adopted eventually by many nations 'as a bulwark of democratic government against the tyranny of officialdom'. Ombudsman is a Swedish word that stands for "an officer appointed by the legislature to handle complaints against administrative and judicial action. Traditionally the ombudsman is appointed based on unanimity among all political parties supporting the proposal. The incumbent, though appointed by the legislature, is an independent functionary - independent of all the three organs of the state, but reports to the legislature. The Ombudsman can act both onthe basis of complaints made by citizens, or suo moto. She/he can look into allegations of corruption as well as mal-administration. The functionary is called by different names in different countries; its power and functions also vary. In the Scandinavian countries2 (Sweden, Denmark, Finland, Norway) he is called the 'Ombudsman'. He can take cognizance of the citizens' grievance by either directly receiving complaints from the public or suo moto on the basis of information provided by the interested persons, or from newspapers, etc. However, in the U.K. the functionary - known as the Parliamentary Commissioner - can receive complains only through members of parliament. The ombudsmen can investigate a complaint by themselves or through any public or private agency. After investigation, in Sweden and Finland, the Ombudsman has the power to prosecute erring public servants; whereas in Denmark, he can only order prosecution. However, the power of prosecution is very rarely used. The strength of the ombudsman lies in the publicity attached to the office, and the negative view that attaches itself to all that the office scrutinises. In Sweden and Finland, ombudsmen can also supervise the courts. In other countries, their authority is only over the non-judicial public servants. In almost all the cases they deal with complaints relating to both corruption and mal-administration.

Buzz is that Karthi Sivakumar’s next venture has been titled as ‘Saguni’. The film will be helmed by Sankar Dayal, a former associate to Ezhil and SD Saba. To be produced by Dream Warriors, ‘Saguni’ is said to be a political satire.
 
GV Prakash will score the film’s music while editing will be handled by Antony. The cinematography will be done by PG. Muthiya, art by Rajeevan and PRO by Johnson. The shooting of ‘Saguni’ Shoot is expected to start in the mid of April.

No more Food imports from Japan:Indian imposed 3 month ban

India has imposed a three-month ban on import of food articles from Japan, a government statement said on Tuesday, saying the ban could be extended until radiation fears subside.
India mainly imports small volume of processed food items, fruits and vegetable from the disaster hit country.
"After detailed discussions it was concluded that since the radiation is spreading/expanding horizontally in other parts of Japan, it may result in further radioactive contamination in the supply chain of food exports from Japan," the statement said.
Food Safety and Standards Authority of India will review status of radiation hazards on food articles coming from Japan on a weekly basis, it said.

TN polls:"Nano car" for your Vote

Not lagging behind political parties, independents contesting the April 13 assembly elections in Tamil Nadu too have come up with promise of freebies to woo the electorate but most of them borders on absurdity.
An independent contesting from Salem South and North constituencies has made the most unbelievable offer of a Nano car each to every voter if they elected him.
Shahjahan also promised a cell phone, a generator set to each family to relieve them from power cuts, free cable TV connection and pocket money of Rs.200 to every student.
When asked from where he would get the money to fulfil his promises, Shahjahan coolly said, "if the money that came from 2G spectrum scam is confiscated, more could be done."
Asked whether his promise amounted to a corrupt practice, an offence under the Representation of the People�s Act, the candidate, a lawyer by profession, said there was nothing wrong in it. "If the political parties can offer (freebies), why can''t I?" he countered.
Another independent candidate from Musiri, Kannaiyan, has promised free gold coins to all voters if elected, besides three cents of land to those who worked for him during the polls.
He had also offered free cable TV connections to the voters in his constituency.
Congress candidate in Musiri M Rajasekaran had even moved the Madras High Court seeking a direction to the Election Commission to prevent Kannaiyan''s alleged corrupt practices.
The court disposed of the petition after Election Commission submitted it would take steps in accordance with law if the charges were true.
Vincent Paul, another independent from Manapparai, has offered gold chain of five sovereigns to all girls getting married.
Dubbing these promises as ''hollow'', former Chennai Mayor and DMK activist Sa Ganesan said people would believe promises made in the manifestos of political parties, but not those by independents.
In a war of freebies, ruling DMK and AIADMK have promised a bonanza ranging from mixer, grinder to mineral water and free rice.

Youth booked for raping girl, circulating MMS

A man has been accused of sexually harassing a teenaged girl and making a MMS of her photos in compromising position. The man also circulated the MMS in Ner Pinglai village under the jurisdiction of the Shirkhed police station on Saturday.


Police said one Amol Wankhade (22), hailing from Ner Pinglai village, works as a wireman in MSEDCL in Dhamangaon. The victim said in her complaint to the police that she was acquainted with the accused since few months. She claimed that the accused proposed marriage with her to try and lure her into a sexual relationship. However, the girl claims to have rejected the sexual advances and ignored him.


Enraged with the refusal, the accused allegedly threatened the girl of dire consequence and demanded sexual favours. He threatened to kill the girl's parents and used to take her to a vacant hospital in the village and rape her there. This had been going on for the last two months.


Meanwhile, the accused had also shot an MMS of the girl in a compromising position and allegedly made it public in the village. The then girl then finally lodged a complaint with Shirkhed police station on Saturday.


Shirkhed police have registered cases against the accused for allegedly raping and threatening the girl under relevant sections of IPC. Accused Amol Wankhade is absconding.


SDPO Vinod Shirbhate said, "We are investigating whether the accused has distributed obscene clippings in the village. If the accused is found guilty of distributing clippings, we will registered cases against him under the IT Act too."

If you want to create your own website without the hassle of renting server space and setting up the site yourself, there are a number of easy-to-use solutions. Wordpress, Tumblr, and Posterous are a few of the choices, but one of the most popular and oldest is Google’s Blogger platform.
Google has been putting more effort in lately to improve Blogger with new features such as integrated Google Analytics, the ability to follow by e-mail, and a much more flexible template designer. But the most recent update is both visually appealing and completely effortless for blog owners to take advantage of.
Now Blogger sites have five new, dynamic ways of presenting posts to visitors. As well as the standard heading with text body view, users can choose to see the content presented in five visually appealing and different ways if the website owner allows them to, of course.


The five views on offer include:
  • Flipcard – presents each post as ordered cards represented by post image that flip to text
  • Mosaic – creates a mosaic of posts with differing sized images filling the browser window
  • Sidebar – lists all posts on a scrolling sidebar with the main view showing the active post
  • Snapshot – shows posts like photos with one-line introductions
  • Timeslide – breaks the blog into 3 columns showing posts in chronological order
Each one offers a slightly different layout, with some only appealing if your blog is image heavy. There’s also dynamic updates based on search terms that limit how many posts you see in a given view. Regardless of which you like and choose to use, there’s no adjustment to make to the way you write and post content, Google has made it all just automagically work.
If you already have a Blogger site then seeing each of these views couldn’t be easier. Just visit your site’s homepage and then add one of the following after the URL to load the new view:
  • /view/flipcard
  • /view/mosaic
  • /view/sidebar
  • /view/snapshot
  • /view/timeslide
The only prerequisite for visiting a site running these views is an up-to-date browser. That means the latest version of Safari or Chrome, Firefox 3.5+ or Internet Explorer 8+.
